Few of today’s politicians have faced as many crises during their mandate as Maxime Pedneaud-Jobin, speaker: floods in 2017, tornado in 2018, floods again in 2019, three of the five worst torrential rains in 100 years in Gatineau, not to mention an always intense municipal political life.

Despite the crises, under his leadership, Gatineau has implemented many innovative policies, agreements and strategies that define the new role of cities: social economy policy, homelessness reference framework, development of new programs with the UQO, fight against climate change, equality policy, waste management program, revision of urban planning by-laws, living together, etc. In fact, in 2021, Gatineau was ranked as one of the best cities in Canada in which to cycle.

Prior to politics, Maxime contributed to the revival of the Laiterie de l’Outaouais, a huge regional mobilization for a social economy project. In 2020, he published Passer de la ville à la cité, faire place à la participation citoyenne, l’expérience de Gatineau.

  • Reforming the municipal world

    Cities could be powerful engines for fighting climate change, developing the economy, combating homelessness, better integrating newcomers and promoting Quebec culture. But today’s cities are governed by rules adopted a century and a half ago, so they have one hand tied behind their backs (deficient taxation) and a ball and chain tied to their feet (deficient legal framework). Urban reform is urgently needed.

    All organizations, all companies must take an interest in what is happening in cities because they will influence the future like never before.

    Crisis management

    Floods, tornadoes, torrential rains, political crises, etc. Few politicians have had to manage so many crises in such a short period of time. In this conference, Maxime Pedneaud-Jobin will address the following points:

    • The characteristics that define a good leader in a crisis situation;
    • What is a good organization in a crisis situation?
    • Risk management, before, during and after the crisis;
    • Crisis management: the keys to success.

    Social economy

    Local ownership, local expertise, local profits and management of a public good by players other than the state: the social economy works miracles, and can satisfy both the right and the left! In this talk, Maxime Pedneaud-Jobin presents concrete examples of economic and social success thanks to the presence of citizens at the heart of the economy.

    Citizen participation

    In the 21st century, citizens can no longer be ignored: they are better educated and more informed than ever. They want to understand the actions of the people who are calling on them, they want to contribute to the advancement of their community. It is by making room for them that we will renew democracy, and even the economy.

    So how do we engage citizens? What are the benefits and risks for the state (and for business) of including citizens in its daily life? In this conference, the author of Passer de la ville à la cité, faire place à la participation citoyenne will answer all these questions.

Biography of Maxime Pedneaud-Jobin :

A contributor to La Presse since August 2022 and Municipal Councillor from 2009 to 2013, Maxime Pedneaud-Jobin, speaker was Mayor of Gatineau and leader of Action Gatineau from 2013 to 2021, when he decided not to seek re-election. His mandates were marked by a greater presence for Gatineau on the national scene.

Under his leadership, Gatineau has put in place several innovative policies, agreements and strategies that define the new role of cities: social economy policy, homelessness reference framework, agreement for the development of new programs with the UQO, climate change plan, equality policy, ambitious waste management program, revision of urban planning by-laws, round table on living together, etc. Gatineau will also be declared the best bicycle city in Canada. As mayor, he will face an impressive number of climate-related crises: floods in 2017, tornado in 2018, floods in 2019 and three of the five worst torrential rains in the last 100 years in Gatineau.

A committed citizen before entering politics, he was instrumental in the revival of the Laiterie de l’Outaouais dairy. Maxime Pedneaud-Jobin, speaker holds a master’s degree in regional development from the Université du Québec en Outaouais. Before entering politics, he worked for five years as assistant to the CEO of the Agence de la santé et des services sociaux de l’Outaouais. In 2020, he published Passer de la ville à la cité, faire place à la participation citoyenne, l’expérience de Gatineau, with Éditions David, and in 2023, he published his second book, Libérez les villes : pour une réforme du monde municipal, with Éditions XYZ.

  • Gérard-Lesage Medal 2022, “institutional distinction awarded to individuals from the community who collaborate highly in the development and influence of the regional milieu, as well as the institutional values of the Université du Québec en Outaouais.”
  • Bronze Medal 2022, awarded by the national movement of Quebecers under the recommendation of the Société nationale des Québécois de l’Outaouais
  • Jean-Paul-L’Allier 2022 Award from the Ordre des urbanistes du Québec. This award honours a Quebec elected official who has distinguished himself/herself by his/her vision, leadership and achievements in urban and regional planning.
