Labor relations and collective bargaining are, now more than ever, influenced by an economic and political context that extends far beyond the traditional boundaries of an organization. Negotiating in isolation without considering this rapidly changing, unstable, and unpredictable environment is no longer an option. In such a context, it is crucial for all parties to avoid the pitfalls that lead to confrontation and instead focus on collaboration, organizational commitment, and the pursuit of sustainable solutions. Negotiation and crisis management are both a science and an art—a level of expertise increasingly essential to ensuring the longevity of organizations, regardless of their size. Even the most challenging negotiations must consider the importance of maintaining relationships between parties in the medium and long term, while avoiding actions or statements that could demobilize or disengage internal human resources. A delicate balance, but one that is entirely achievable despite the countless challenges.

How can one exercise strong leadership when the challenges organizations face in mobilizing human resources are unprecedented, complex, and multifaceted? Recognition, engagement, a sense of belonging, and the imperative to do things differently have never been more meaningful than they are today, as regulatory, economic, and political shifts challenge every convention. Traditional governance benchmarks are being tested in an era where chaos and confrontation seem to be replacing balance in relationships between parties.

How can leaders stay the course? How can they maintain their bearings? How can they persuade while giving “soul” to their organization? In turbulent times, it is essential to give meaning to one’s actions. Equally important is defining a clear identity and communicating a compelling vision to ensure everyone’s commitment. Leaders must inspire, encourage risk-taking, and view mistakes as a natural part of growth, focusing on strengths rather than weaknesses. They must dare to break free from traditional management structures to foster autonomy and, above all, listen carefully in order to lead effectively. The months and years ahead will look nothing like what we have known… organizations must not only stand out, but also embody an inspiring, unifying leadership capable of guiding teams through unprecedented challenges.

About Marc Ranger

Marc Ranger served as the Quebec Director of the Canadian Union of Public Employees (CUPE) from January 2016 until the fall of 2021. Prior to this role, he held the position of Assistant Director, responsible for the municipal sector, land transportation, and crown corporations. CUPE is the largest union in the country, with over 750,000 members, including around 135,000 in Quebec, spread across thirteen distinct sectors. He spent nearly 25 years at CUPE. Before that, he worked as a Union Advisor at the International Union of Service Employees (UIES-SQEES-298 FTQ) in the health sector.

Throughout his long career in the labor movement, he was involved in numerous negotiations, both at the federal and provincial levels. From 2013 to 2015, he was the spokesperson for a large coalition that represented all employees in the municipal and land transportation sectors, the Union Coalition for Free Negotiation. He was the spokesperson at the central bargaining table for around 65,000 public sector members affiliated with the FTQ (Health and Education) during the 2021 negotiation round. Throughout his career, he has always believed that proximity to stakeholders, both internally and externally, and a strong presence “on the ground” were key to resolving disputes and achieving beneficial outcomes for all parties.

Marc Ranger has been a guest speaker at numerous conferences, forums, and debates on topics such as collective bargaining, crisis management, communication, mobilization, and the importance of proactive action in the face of change. He also taught collective bargaining at the School of Management Sciences (ÉSG) at UQAM.

He has consistently advocated for finding solutions rather than confrontation, placing communication at the heart of all actions. Since February 2023, he has been a Strategic Advisor at Ryan Public Affairs and Communication. He is also regularly called upon to comment on negotiations and disputes in the news as a specialist in labor relations, through weekly columns or media interventions.
